Yes you can. That is why I do not buy packs of older cards such as Legends, Antiquities, Arabian Nights, even Revised packs. Card shops can search through the packs and after seeing the rares and put those "good" packs aside then sell the crap. Somet...

It's done by weight. You can buy a case of cards... open each box and weigh the packs. Next you sell either open boxes (with the good pack replaced) or sell the individual left over packs to unsuspecting customers. Pretty sleazy.
